Description

Health Education and Improvement Wales (HEIW) plays a leading role in the education, training, development and shaping of the healthcare workforce in Wales to ensure the delivery of a high quality of care for the people of Wales.
The Dental Deanery in HEIW supports postgraduate education and training for the whole dental workforce in Wales. This includes Dental Foundation, Dental Core and Dental Specialty training for Dentists, Dental Foundation for Therapists and Continuing Professional Development (CPD) for all dental team members as defined by the General Dental Council (GDC) . The Dental Postgraduate Section of HEIW are seeking to commission speakers to deliver the education and training of Dental Foundation and Core trainees and all dental team members across Wales.
The Dental Postgraduate Section are seeking speakers to deliver: Dental Foundation Training; Dental Core Training; Welsh Dental Therapy Foundation Training; Continuing Professional Development; and Performers List Validation by Experience.

When The framework has been awarded it will remain open to allow periodic refreshes as detailed below. Please note: no further Notices
will be issued for each refresh date when the Framework reopens.
-12-month refreshes to allow new entrants to apply to join the framework and existing providers the opportunity to add new topics/modules.

The Services to which this Notice relates fall within Regulations 74 to 76 of the Public Contracts Regulations 2015 (Regulations). Although HEIW may voluntarily adopt certain provisions in the Regulations neither the employment of any terminology nor any other indication shall be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulations 74 to 76. Bidders to note that they will be required to enter into terms and conditions of contract as set out in the tender documents and that save for matters of clarification or consistency, HEIW will not negotiate the terms. As this is a procurement that falls under the Light Touch Regime, HEIW is proposing to use a procurement procedure which is akin to the open procedure. All tender costs and any liabilities incurred by bidders shall be the sole responsibility of the bidders. HEIW reserves the right to pause, halt, abandon and/or annul the tendering process and not to appoint to the Framework Agreement. Bidders to note appointment on to the Framework Agreement does not guarantee the award of further contracts as a result of mini competition participation.
The Framework to which this procurement relates is funded via Welsh Government funding, refer to the contract terms and conditions and the ITT for rights reserved to the contracting authority should the said funding cease or reduce.

This is a tender refresh of the original contract, which was in place from 14th August 2023 to 31st July 2026, with an option to extend for an additional 12 months. Bidders are free to submit bids in respect of any number of Lots. Bidders to note they will need to submit only once against the pre-disclosed evaluation criteria set out in the ITT, which will be evaluated once and scoring will be applied to all the lots bidders apply for.
